Are @ Direct Twitter Posts Seen by Non Followers?

I wanted to know if you send a direct Twitter post to a non follower like this (@username ) and the person is not following you, would they see it? While waiting for the answer, it just happened to me. Andy here answered a question of mine on SEO-able links on Twitter and I had never met nor followed him before.
